Administrative Measures on Certifying Outsourcing

On October 26, 2010, the Department of Commerce of Shandong
Province printed and distributed the Administrative Measures on
Certifying Outsourcing Companies of Shandong Province (provisional).
Outsourcing means specialist companies undertake technical services
based on information technology by employing their knowledge and labor
so as to utilize resources effectively, reduce service cost, improve service
and create values for clients. The business scope of outsourcing includes
ITO,[link widoczny dla zalogowanych], BPO and KPO. Enterprises that meet four conditions can apply to be
recognized as outsourcing enterprises. The four conditions are as follows:
firstly,[link widoczny dla zalogowanych], outsourcing operators should be registered in Shandong with the
status of a legal person and legal registration; secondly, the companies
should have signed offshore or onshore outsourcing contracts with clients
and are engaging in one or several outsourcing projects with actual
operation performance; thirdly,[link widoczny dla zalogowanych], enterprises should register in national
“statistical system of outsourcing business management”, fill in Outsourcing
Statistical Form and other relevant statements following regulations and
actual operation performance should be reflected in “statistical system of
outsourcing business management”; fourthly, enterprises should have no
illegal acts in finance, taxation,[link widoczny dla zalogowanych], customs clearance, foreign exchange,[link widoczny dla zalogowanych], labor
management, intellectual property protection, etc. in outsourcing activities.
